When to put accent marks on question words

I learned that one only puts accent marks on the question words in Spanish when they are in an actual question. When used in a statement, no accent mark is required. So, "¿Cuándo llamaste a tu madre?" But, "Cuando llamo a mi madre, siempre le digo "te quiero.'" In Level 4, lesson 3--Write the Phrases you Hear, I couldn't get credit for this answer until I put the accent mark on the "a" in cuando: "La verdad es que no sé cuándo voy a volver a Europa, pero quisiera visitar París." I don't understand why the accent mark is needed in that statement unless it's because the structure of the statement implies a question about returning to Europe.

In the software, we do not provide the rules for placing accents, and there's a reason for that. These rules are based on knowing how the word sounds, so providing them would likely be frustrating.
